Context


In 2006, nearly half of Egypt’s total unemployed were between 20 and 24 years of age. At the same time, the number of vacant positions that cannot be adequately filled has increased. One reason for this situation is the lack of opportunities in the vocational training and labour market system for young people to gain specialist skills and apply individual initiative in the labour market. An inefficient state employment agency and difficult access to labour market information also contribute to this situation.







Human resources management within companies often lacks transparency. In addition, many positions are characterised by a low level of employment quality.










Objective


The interactive employability of young people is improved. Youth employment is strengthened through active labour market policies.






Approach


The programme promotes close cooperation between different ministries, the private sector and civil society. The aspects primarily supported are:






establishing and building up national and regional employment networks;


building up employment services with citizen participation including placement;


strengthening the sustainable institutionalisation of formal three-year cooperative training;


new types of flexible labour market management;


the introduction of mechanisms for continuous regional labour market monitoring;


improving the quality of employment.


Advice is also given on institutional learning processes in connection with labour market orientated education policies and strategy formulation for youth employment. The structuring of labour market and human resources development information is supported.










Results achieved so far


A unit for implementing the project consisting of representatives from various ministries has been set up, supported by representatives from the private sector and civil society. In regional centres, representatives from the government, private sector and civil society are playing an active role in the joint execution of the programme.






55 learning facilitators have taken part in training measures to date, almost half of whom are women. 2,153 jobseekers and 1,760 vacant positions were registered. In the first round of training, 77 young people were placed, of whom over a third were female. More than 250 young people have taken advantage of customised advisory and placement services.






The formal three-year cooperative training is an institutionally and financially sustainable, secure component of technical training in Egypt. 76 Mubarak-Kohl-Initiative (MKI) vocational schools offer training for 32 occupations and exist in 22 Governorates. 21 regional units within the private sector organise decentralised training and guarantee training quality. More than 20,000 young people have already successfully completed the MKI training. At present, a further 24,000 are being trained in over 1,900 companies. In the academic year 2008/2009, there were 6,056 new trainees, of whom 1,172 were women. More than 85 per cent of those who complete their MKI training receive job offers from the businesses they have trained with.
